I have built quite a few these. They are a great assest to any offroad vehicle. Instead of me typing this out I am going to copy it from Stu's Offroad. he has a great write up here:

I use a plan hose that is rated at 300PSI. You can get it at any hardware store. The fitting are there too. Williams ballons is who I used for the regulator. I have a 150 PSI. I thik it was about $30 dollars shipped. To mount it in the Jeep I use a Fire extiguisher bracket that I bought from an industrial supply house. I will try to post some pics of mine. I carry one in the Tow rig and one in the Jeep. I have done tractor tires, set beads, aired up, run power tools, ect..... You can do something like 35 35 inch tires with this. Not really I am not sure but it will do alot of them. I have a 10 # for the Jeep and it is perfect. This is a true assest.

You can fill it for about $10 and it last forever. You get it filled at any Coastal welding or any other welding supply place.
