You are right... he was so focused on writing a measly traffic ticket ("cutting corners" no less) that he was not paying attention to placing his cruiser in park.

"I pulled you over for whats called cutting corners.. OH Sh!t.... godd@mn...."

I couldn't find that one in the traffic law book....
